Introduction

The Finance, Portfolio and Performance (FPP) team is critical to supporting a thriving Parliamentary democracy. We play a leading role in delivering the House of Commons' Strategy and corporate priorities through business and financial planning, analysing performance, and supporting the delivery of projects and programmes across Parliament. Equally important are the financial services, systems, accounting, reporting and Members' services that we provide to keep the House of Commons Service working effectively and efficiently on a day-to-day basis.

The Role

The Business Management Team (BMT) is a sub team within FPP and provides executive level support to Directors in FPP and PACT, including secretariat for both senior leadership teams and a comprehensive business support function.

This role will support the Business Management Director (BMD) to deliver strategy and planning support within both teams across FPP and PACT. It is responsible for the development of business plans as well as ensuring agreed plans are monitored and reported appropriately.

Some of the responsibilities for this role include:

• Manage the business management cycle, ensuring all stakeholders are aware of the annual timetable and agreeing deliverables with responsible owners.
• Support the planning process to capture and report strategic objectives for inclusion to the Corporate Business Plan.
• Responsible for maintaining the principle and corporate risk registers for FPP and PACT, and capture the key controls implemented by risk owners to ensure business objectives are met.
• Support the annual assurance process and coordinate the self-assessment returns for submission to the Governance Office.
• Contribute to and/or lead on specific pieces of wider work and projects as directed by the Business Management Director.

To be successful in this role you will demonstrate:

• Planning and Organisation | Ability to work under pressure to tight deadlines and deliver to agreed targets, within a small team. Experience of managing administrative processes, requiring consistency and a strong attention to detail. Effective organisational skills with the ability to manage a varied workload, determining priorities and dealing with conflicting demands and changing priorities, whilst keeping colleagues and stakeholders informed of progress.

• Communication Skill | Strong written and verbal communication skills, including the ability to facilitate senior level discussions and develop internal communications material. The Head of Planning and Governance is responsible for a set of key corporate functions. Working closely with the Chief Executive, Chair and AGC Chair, the post holder will develop, implement and measure performance against corporate strategy, the corporate plan and annual business plans. They will take responsibility for corporate oversight of project and programme management and the running of the Chair and Chief Executives Office function as well as ensuring robust risk management arrangements. The Head of Planning and Governance will ensure that corporate decisions are taken and implemented effectively, and that board and committee business is conducted in accordance with standing orders. Strategic planning 1. Lead on the development of organisational strategy, a three year corporate plan (required by our framework agreement with our DHSC sponsors) and annual business plans, in liaison with the Authority, SMT and the Corporate Management Group, ensuring business planning and operational delivery arrangements are agreed and in place on an annual basis. This will include facilitating conversations among teams and managers about workflow, priorities, and interdependencies, and having oversight of the annual business planning process, leading prioritisation discussions as needed and line managing the Risk and Business Planning Manager. Take overall responsibility for corporate governance and decision making through effective board and external advisor governance, and the recruitment, onboarding and development of members as needed, including the line management and development of the Board Governance Manager (BGM). 3. · Part Qualified Professional Finance Qualifications (CCAB/CIMA or Equivalent)

· Proficiency in financial software and tools, such as Excel, Oracle, Power BI, or other budgeting, analysis and reporting software.

· Good attention to detail to ensure accuracy in financial reporting and compliance with internal controls and governance rules.

· Strong verbal and written communication skills for presenting financial information clearly.

· Monitoring changes in budgets and forecasts.

This role will be instrumental in driving data-driven decision-making across our client through analyzing, developing and delivering actionable insights. As a key link between stakeholders and technical teams, you will work to understand business needs, translate requirements, and contribute to the strategic development of BI and MI capabilities.

This is an initial 6 month contract Inside of IR35. There will be scope for a few extensions.

You will be required to travel on-site one day per month.

Key Responsibilities:

• Engage with stakeholders across departments to understand and document business requirements for BI and MI projects.
• Work closely with data and BI teams to ensure alignment of solutions with business objectives.
• Collaborate in the design, development, and maintenance of dashboards, reports, and data visualizations that provide actionable insights.
• Participate in data modelling, KPI design, and metrics standardization across projects to ensure consistency in BI/MI outputs.
• Act as a liaison between business units, technical teams, and third-party vendors, facilitating seamless communication and understanding of project goals.
• Prepare and present findings, insights, and recommendations to stakeholders, using data visualization tools to highlight key metrics and trends.
• Work with data governance teams to define and maintain data standards and ensure adherence to data quality policies.

Key Experience Required:

• Experience as a Business Analyst, specifically on BI and MI projects.
• Demonstrated experience with BI tools.
• Strong proficiency in data visualization, KPI development, and dashboard creation.
• Knowledge of data modelling, ETL processes, and experience in working with relational databases.
• Exceptional communication and presentation skills, with the ability to simplify complex information for a non-technical audience.
• Strong problem-solving skills, analytical thinking and attention to detail.
• Ability to work collaboratively in cross-functional teams and manage multiple projects simultaneously.
